Medical Reserve Corps, Francis Rath and Luis Salcedo Francis Rath is the Medical Reserve Corps (MRC) Coordinator for the Health Department. He is also a part of the Emergency Preparedness and Response Group. In addition, Francis is a member of the National Capitol Region Incident Management Team and an active paramedic. Francis is a former Assistant Chief and EMS Battalion Chief, and he is a retired attorney. Luis Salcedo is a retired Military and Federal civil servant. Luis has served for the last four years with the Virginia Department of Health assigned to the Loudoun Health District, also known as the Loudoun County Health Department. Luis’s service to Loudoun County spans a wide range of responsibilities and duties including directing Community Outreach and Health Education and general support to Public Health Emergency Coordination and Planning, and MRC volunteer management, recruitment, and coordination. Luis is currently the Health Department’s Lead trainer in REVIVE! and supports over 37 Medical Reserve Corps certified trainers that, in partnership with the Department of Behavioral Health, Substance Abuse and Developmental Services (DBHSADS), reach out to county organization, clubs, associations, and residents alike to increase the awareness of our opioid crisis. Luis earned a Bachelor’s Degree in Biology from Catholic University of Puerto Rico, a Master of Science Degree in Managerial Leadership from National Louis University, Illinois, and is a certified Program Manager from the Defense Acquisition University.
